Pennsylvania requires an insurance producer license to sell, solicit, or negotiate insurance unless a statutory exception applies.
Core Concepts
- Selling, soliciting, or negotiating insurance is producer activity and generally requires licensure.
- A clerical or administrative employee does not become exempt merely because an insurer employs them; the key is what activity they perform.
- Unlicensed persons should not compare specific contracts or make recommendations that amount to solicitation or negotiation.
